Monopoly in power industry behind rate hike; EPIRA review and state control imperative
Because the power industry is monopolized by only a few players, collusion is expected. Only five companies control 80% of power capacity in the country: Cojuangco/SMC (22%), Aboitiz (20%), Lopez (18%), Ty (12%) and Consunji (8%). These same firms own the plants with allegedly coordinated forced outages including Ilijan (Cojuangco/SMC), San Lorenzo (Lopez) and Calaca (Consunji); the other two plants are GN Power (Ayala) and Masinloc (AES).
The record rate hike results from the Electric Power Industry Reform Act (EPIRA), which resulted in the privatization and deregulation of the power industry. With EPIRA, private corporate profits are given absolute priority over consumer welfare and economic development, while the state steps aside. Low and stable electricity charges are necessary to safeguard the welfare of poor consumers and support domestic industry especially small and medium Filipino enterprises which are still developing.
