Did China Just Hack the International Court Adjudicating Its South China Sea Territorial Claims?
Attribution for cyberattacks is said to be notoriously difficult, but sometimes context and timing are damning evidence.
In July, the Permanent Court of Arbitration in The Hague conducted a hearing on the territorial dispute in the South China Sea between the Philippines and China. On the third day of the hearing, the Court’s website was suddenly knocked offline. The attack, made public by Bloomberg last week, reportedly originated from China and infected the page with malware, leaving anyone interested in the landmark legal case at risk of data theft.
The two countries are in the midst of a decades-long dispute over the Scarborough Shoal and other territories in the South China Sea, which should come as no surprise to readers of The Diplomat. Just in case, here’s the backstory: In a precedent-setting turn this summer, when the Permanent Court of Arbitration began hearing a case brought by the Philippines that argues that China’s territorial claims violate international law under the UN Convention on the Law of the Sea.
In an attempt to deter the Chinese expansion, “the Philippines is asking the court to rule on the validity of China’s nine-dash line as a maritime claim; the status of individual features that China occupies; and Beijing’s interference in Philippine activities in the South China Sea.” If successful, the Philippines’ legal challenge might set a precedent for other Southeast Asian countries to non-militarily wrestle China over the disputed waters.
China has continuously dismissed the court case simply as “a blatant grab for territory,” stating that it “would not accept and would not engage” in the case. The country subsequently released a position paper rejecting the court’s jurisdiction over the dispute. Despite China’s strong reluctance to participate in the court hearings, the July hack demonstrates that Beijing’s attention is focused on the hearing and its aftermath.
By infecting the computers of journalists, diplomats, lawyers, and others who are involved or interested in the case, Chinese cyber units may be able to find out the names of people who are following the case and anticipate what their response might be if the court rules against China. For example, if Vietnamese or Japanese diplomats visited the website and their computers were infected, China could have access to internal documents and understand that country’s next moves over the disputed islands.

The 1900 Treaty focuses on Sibutu and Cagayan Sulu with vague description:
Spain relinquishes to the United States all title and claim of title, which she may have had
at the time of the conclusion of the Treaty of Peace of Paris, to any and all islands
belonging to the Philippine Archipelago, lying outside the lines described in Article III of
that Treaty and particularly to the islands of Cagayan Sulu and Sibutu and their
dependencies, and agrees that all such islands shall be comprehended in the cession of the
Archipelago as fully as if they had been expressly included within those lines.
Looking at Article III of the 1898 Treaty, it is more specific but I need expert interpretation as well:
A line running from west to east along or near the twentieth parallel of north latitude, and through the middle of the navigable channel of Bachi, from the one hundred and eighteenth (118th) to the one hundred and twenty-seventh (127th) degree meridian of longitude east of Greenwich, thence along the one hundred and twenty seventh (127th) degree meridian of longitude east of Greenwich to the parallel of four degrees and forty five minutes (4 [degree symbol] 45']) north latitude, thence along the parallel of four degrees and forty five minutes (4 [degree symbol] 45') north latitude to its intersection with the meridian of longitude one hundred and nineteen degrees and thirty five minutes (119 [degree symbol] 35') east of Greenwich, thence along the meridian of longitude one hundred and nineteen degrees and thirty five minutes (119 [degree symbol] 35') east of Greenwich to the parallel of latitude seven degrees and forty minutes (7 [degree symbol] 40') north, thence along the parallel of latitude of seven degrees and forty minutes (7 [degree symbol] 40') north to its intersection with the one hundred and sixteenth (116th) degree meridian of longitude east of Greenwich, thence by a direct line to the intersection of the tenth (10th) degree parallel of north latitude with the one hundred and eighteenth (118th) degree meridian of longitude east of Greenwich, and thence along the one hundred and eighteenth (118th) degree meridian of longitude east of Greenwich to the point of beginning.The United States will pay to Spain the sum of twenty million dollars ($20,000,000) within three months after the exchange of the ratifications of the present treaty.

take note that the news reports dont really mention the 1898 treaty also being submitted to the international court

Yung 1900 Treaty sa pagkakaintindi ko is an amendment of the 1898 Treaty.
Sana may makainterpret nung longitude and latitude. :)

ABOARD THE USS THEODORE ROOSEVELT (AP) — With a key Asian ally at his side, U.S. Defense Secretary Ash Carter made a subtle jab at China on Thursday by flying aboard an American aircraft carrier plying the contested waters of the South China Sea.
He and his Malaysian counterpart, Hishammuddin Hussein, watched U.S. Navy fighter jets roar off the steel deck of the USS Theodore Roosevelt as it sailed under a midday sun about 70 miles northwest of Borneo.
Carter said his visit and the presence of the hulking warship should not be seen as a new twist to the U.S. naval presence is Asia. But he made no bones about the signal he was sending by visiting amid rising tensions with China.
"If it's being noted today in a special way, it's because of the tension in this part of the world, mostly arising from disputes over land features in the South China Sea," he said. "And most of the activity over the last year being perpetrated by China. There's a lot of concern about Chinese behavior out here," he told reporters traveling with him.
Last week a U.S. Navy destroyer, the USS Lassen, challenged China's claim to a 12-mile territorial limit around Subi Reef in the Spratly Islands about 150 miles to 200 miles from where the Theodore Roosevelt was sailing Thursday.
The Lassen patrolled with about six or seven miles of the reef, according to Cmdr. Robert C. Francis Jr., skipper of the Lassen.

CG,PAF BREAKS THE SOUND BARRIER
The Commanding General of the Philippine Air Force, LTGEN JEFFREY F DELGADO AFP had the privilege to ride the brand-new PAF's FA-50PH lead-in fighter at Sancheon Air Base, South Korea last November 6, 2015. During his flight, LTGEN DELGADO flew at Mach 1.2 or around 1,482 kilometers per hour which made him earn a "Mach Buster Plaque" for breaking the sound barrier of Mach 1.0.
His ride gave the CG,PAF a first-hand experience on the state-of-the-art, supersonic, fly-by-wire FA-50PH lead-in fighter aircraft, the Air Defense Wing fighter pilots will be flying in the future. The FA-50PH acquisition is part of the PAF's modernization program.

KOTA KINABALU, MALAYSIA (Reuters) - Malaysia's Deputy Prime Minister said the country must defend encroachment of its sovereignty in a veiled swipe at China's territorial claims in the South China Sea, as tensions flared ahead of a regional meeting that Beijing will attend.
Without directly referring to China, Ahmad Zahid Hamidi questioned why land was being reclaimed on coral areas close to Malaysia's shores.
"If our country is threatened or being encroached, we Malaysians should rise to defend our country," he told a gathering in Kota Kinabalu, the capital of the Malaysian state of Sabah on Borneo island.
Beijing, which claims almost the entire energy-rich South China Sea through which $5 trillion in ship-borne trade passes to yearly, has stepped up land reclamation and construction in disputed islands and reefs.
But the U.S. challenged the territorial limits China claims around the islands in recent weeks with a so-called freedom-of-navigation patrol.
Malaysia, which will host the Association of South East Asian Nations (ASEAN) meeting later this month to be attended by U.S, China and other world powers, claims a portion of the disputed waterways along with Vietnam, the Philippines, Taiwan and Brunei.
Regional states have also raised objections on China's claims. Philippines has taken China to the Permanent Court of Arbitration in the Hague. Beijing refuses to recognize the court's authority.
Indonesia also said it could take China to an international court if dialogue over the islands failed.
"The international community should see this is not just a matter of economy but sovereignty," Ahmad Zahid said.
"South China Sea is only the name, but 200 nautical miles in the exclusive economic zone is under our borders."

U.S. President Obama visited Ulugan Bay in Palawan, during APEC summit. Di ako naniwala, kaya kinontak ko yung uncle ko who is a DENR Forester, na naka-station sa Area, he confirmed. Yet di parin ako naniwala, until he described kung ano yung nakita nya. Sabi nya maraming helicopter, meron pa raw na mukang eroplano na helicopter (I assume eto yung Osprey) and meron pa daw 3 magkakatulad na Helicopter na lumilipad ng sabay at naka formation (Marine 1?).
