  • Duterte says Philippines will stand by Japan




    TOKYO - President Rodrigo Duterte assured Japan on Wednesday that the Philippines would remain by its side, even as Manila seeks closer ties with Tokyo's rival, Beijing.

    Duterte said maritime cooperation between the Philippines and Japan would continue. Both countries are locked in separate sea disputes with China.

    "I give you my word today that we will not abandon Japan in our partnership and security matters given the common belief that our conflicts and problems with other nations must be resolved peacefully, in accordance with international law," he told Japanese businessmen here.

    "That is my assurance, that in all of these endeavors, we will be your partner and we will stand by our word."


    Duterte sought to allay concerns that the Philippines' moving away from the United States could weaken the existing alliance with Japan, a set-up meant to counter China's growing assertiveness in the region.

    Earlier this year, Japan delivered the first of 10 vessels from Japan, which is part part of a multi-million-dollar loan. Tokyo is also leasing five military training aircraft to help the Philippines patrol its waters.

    Duterte's three-day official visit here came one week after he visited China, signalling a thaw in ties that have been strained by disputes in the resource-rich South China Sea.


    The President has also attacked the US, a common ally with Japan, for its wartime abuses and alleged failure to fully deliver on their treaty alliance. He called for an end to annual war games with US soldiers as well as joint sea patrols.

    Duterte says U.S. has lost, aligns Philippines with China




    Philippine President Rodrigo Duterte announced his "separation" from the United States on Thursday, declaring that it had "lost" and he had realigned with China as the two agreed to resolve their South China Sea dispute through talks.

    Duterte made his comments in China, where he is visiting with at least 200 business people to pave the way for what he calls a new commercial alliance as relations with longtime ally the United States deteriorate.

    His trade secretary, Ramon Lopez, said $13.5 billion in deals would be signed

    Duterte's efforts to engage China, months after a tribunal ruling in the Hague over South China Sea disputes in favor of the Philippines, marks a reversal in foreign policy since the 71-year-old former mayor took office on June 30.

    "America has lost now," Duterte told Chinese and Philippine business people at a forum in the Great Hall of the People, attended by Chinese Vice Premier Zhang Gaoli.

    "I've realigned myself in your ideological flow and maybe I will also go to Russia to talk to (President Vladimir) Putin and tell him that there are three of us against the world - China, Philippines and Russia. It's the only way," he added.

    "With that, in this venue, your honors, in this venue, I announce my separation from the United States," Duterte said to applause. "I have separated from them. So I will be dependent on you for all time. But do not worry. We will also help as you help us."

    China has pulled out all the stops to welcome Duterte, including a marching band complete with batton-twirling band master at his official welcoming ceremony outside the Great Hall of the People, which most leaders do not get.

  • @astigshadow, lahat ng sentiments or concerns politically and/or economically na nakukuha mo sa ground ay considered as null and void when it comes to international relations. lol. kahit sinabi ni ganito, si tambay na maputi, o si ale sa palengke, o classmate sa pma, tablado lahat yan sa international scene. sabi ko nga state sa state eh, so kung sisiraan mo lang ang alyansa ng US and Japan dahil sa mga sentiments na nakukuha mo sa ground kalimutan mo na lang iyan kasi di talaga ganyan lolol.

    Kinocollaborate nila yung foreign issues, calamity, stock market, investors at kung ano ano pang data para alam nila kung saan magandang mag invest at doon ko nakukuha kung kelan babagsak ang dollar, oil price, etc na para kang tumataya sa lotto dahil 60-80% ng forecast nila tama.

    We all know ang gera ng mga superpowers ay thru Economic retaliation, trade embargo, funds freezing, etc. You cannot mobilize your military without money and oil.

    Hindi ipagpapalit ni US ang New York city para sa Moscow ng Russia.

    MASINLOC, Zambales: Fishermen from Subic, the southernmost of town of Zambales, up to Santa Cruz town in the north and the Pangasinan province began sailing their boats on Wednesday evening to Panatag Shoal, a traditional rich fishing ground in the South China Sea (West Philippine Sea).

    President Rodrigo Duterte, coming from his recent state visit to China, had announced that Filipino fishermen can soon go back to fishing at the shoal.

  • Chinese vessels no longer chasing away Pinoy fishermen from Panatag Shoal
    Some Filipino fishermen from Subic, Zambales are now able to fish at Scarborough Shoal (Panatag Shoal), a report said on Friday.

    A "News To Go" report quoted a fisherman as saying that his comrades who ventured off waters have reported via radio that Chinese vessels no longer sent them away.

    Fishermen there consider this good news, after more than four years of being unable to enter the territory due to the presence of the Chinese Coast Guard, the report said.

    The fishermen are also hoping to continue being free to catch fish in the area.

    While Malacañang maintained that the territorial dispute between the Philippines and China will not be discussed in depth, President Rodrigo Duterte said he spoke to Chinese President Xi Jinping about Panatag Shoal issues in a closed-door meeting during his state visit in China.

    Duterte refused to give details on the conversation but hinted that something may happen after it.

    The two countries released a joint statement last Friday, saying they agreed not to use force in settling the disputes, and that this should not get in the way of the other aspects of their relations.

    In July, the Permanent Court of Arbitration in The Hague in the Netherlands ruled in favor of the Philippines in a case it filed against China, calling the Panatag Shoal a "common fishing ground." — Rose-An Jessica Dioquino/VVP, GMA News

    Philippine president Rodrigo Duterte continues to annoy and alarm U.S. officials and members of the American foreign-policy establishment. His repudiation of the alliance with the United States, combined with a strategic rapprochement with China, has resulted in a lucrative payoff for his regime. Beijing is providing the Philippines with an aid package worth $24 billion. The implicit quid pro quo is that Manila will back away from its territorial claims in the South China Sea—a move that would remove one especially pesky challenger to Beijing’s own ambitious claims.

    Duterte has subsequently tried to walk back some of his dramatic moves. He now insists that his much-touted “separation” from the United States was only from U.S. foreign policy, not a severance of the entire relationship. Apparently he would still like his country to enjoy the protection of the U.S. military alliance in the event of trouble and to preserve a vital trading relationship with America. Duterte also expressed his hope that Filipino fishing crews might again be able to occupy a disputed shoal in the South China Sea, although one should be cautious about placing a large wager on Chinese receptivity to that suggestion.

  • The Philippine Navy's third Del Pilar-class frigate, the BRP Andres Bonifacio (FF-17) will be leaving its dock in California on its way to the Philippines on November 1, 2016 (US West Coast time). It will have stops at Hawaii and Guam as the ship crosses the Pacific Ocean. The ship is expected to arrive by second week of December. The BRP Andres Bonifacio was formerly known as the Hamilton-class cutter USCGC Boutwell of the US Coast Guard.

    TO SHOAL BLOCKADE

    China has confirmed it is no longer driving away Filipino fishermen from Panatag (Scarborough) Shoal.
    Chinese foreign ministry spokeswoman Hua Chunying told reporters in Beijing her government made “proper arrangements” after President Duterte expressed concern about access to the shoal.
    Hua said the issue had been handled “based on the friendship between China and the Philippines.”
    Last week, Filipino fishermen began returning from the shoal with plenty of catch.
    The Chinese relaxing of their hold on Panatag came days after Duterte’s return from his state visit to Beijing last Oct. 21.
    During the visit, Duterte said he discussed with Chinese President Xi Jinping the maritime dispute. Duterte had also announced during his visit his foreign policy pivot to China.
    In Manila, the development at the shoal remains a puzzle to Philippine officials.
    National Security Adviser Hermogenes Esperon Jr. said they welcomed the development but stressed there was no agreement between the Philippines and China that prompted the latter to cease its blockade of the shoal to Filipino fishermen.
    “There was no expressed agreement but it seems like the traditional rights of our fishermen are being respected. There is no talk of the territorial rights. There is no talk on assertion of rights but they respect our traditional rights,” Esperon said.
    The Chinese seized the shoal – also called Bajo de Masinloc – in 2012 after a standoff with the Philippine Navy, which tried to arrest Chinese poachers in the area. The Chinese have not left the shoal since then.
    A UN-backed international tribunal based in The Hague declared in July that Panatag Shoal is a common fishing ground.
    The tribunal, in the same ruling, invalidated China’s massive nine-dash line claim in the South China Sea and West Philippine Sea.
    Located 124 nautical miles from Zambales, Panatag Shoal is well within the country’s 200-nautical mile exclusive economic zone (EEZ).
    As of yesterday, Esperon said there were no more Chinese naval ships around the shoal and what remained were only coast guard ships.
    Esperon also maintained that despite the development, the Philippines is not surrendering its sovereignty over the area to China, which was invoking its “historical rights” to assert its claim.
