All fans spin except video card fan. It used to have like 2-7 min delay BEFORE the video card fan starts to spin and the PC starts to boot up. But now it wont spin and the PC wont boot up at all no matter how much I wait. Plugging the monitor to the onboard graphics doesnt work too.

try mo muna PSU baka yun ang issue, if the GPU is not powering up that means walang 12volts power na receive yung motherboard.
