Hitachi DC Inverter Window Type HSV Compressor not slowing down to minimum

  Has anyone experienced Hitachi Aircon Inverter compressor turns on and off when set temp is reached?
  
  Based on the rating on the sticker.
  Current: 2.4(1.0-3.5)A
  
  I used a clamp meter to verify and My issue is that the aircon goes up to 3.5A and lowest is 2.8A at set temperature. Never goes down to 1.0A, compressor just turns off.
  
  Is there a problem with the unit?
  
  Other inverter ACs we have follows the current rating on the sticker Kolin KAG110RSINV (1.3A-4.1A). But the RA-06HSV we have just goes down to 2.8A then compressor shuts off.
