You guys seem to be truly righteous men. Good for you and you should be applauded. I cannot say the same for myself. I have taken advantage of networks, padrinos, extra services, etc in my dealings when practical. That is why I am more understanding. Although I don't approve of using fixers to avoid the practical and written exams. But to be clear, with respect to my license and registration they are legit, I did it myself. I didn't use a fixer because I didn't need to.

Did the turnaround time for license renewal improved? I have been using my old license + receipt for more than 2 years na. Plan ko na kunin yung bagong card kahit 2 years ko nalang magagamit. Dati kasi 100 applicants lang per day

Sa lahat kasi ng fixer system ng Pinas, yung sa LTO ang pinaka ciritical na sana tuluyang mawala. Delikado sa daan magka lisensiya ang mga taong hindi dapat magka lisensiya. Kung may nag fixer man sa inyo, di ko sinasabing kayo na 'to agad, ang sinasabi ko lang, yung mga hindi papasa sa exam, pumapasa dahil sa fixers. Di ba risk sila sa daan lalo na sa Pinas?

Paano mo naman masisisi ang tao na wag dumaan sa fixer kung pinapahirapan nila. Kita mo pinasara nila saby sabay ang maraming emission testing center kaya hirap ang mga gustong mag renew ngayon. Yung mga legal na motorista pinapahirapan nila. Sana man lang mag labas sila ng memo na extension ng renewal dahil sa shortage ngayon ng testing centers para di delikadong mahuli ng enforcers.

OFW na two weeks lang bakasyon. Fully booked na ang mga araw. Needed to renew his already expired driver's license. Used a fixer to avoid the hassle. Iko-condemn mo din ba?
may special lane for OFWs, seniors, and heck even govt employees. not sure if all offices have one. pero....
...sa PRC kasi kahit march pa schedule mo kung may proof kang OFW ka and copy of plane booking. papayag silang special lane ka/priority.

Di ko maalala kung saan LTO office ko nakita yang special lane. Pero hindi sa Main. That was a few years ago, baka tinanggal na din nila.
Pero sa Main (East Ave) Office submit ka lang ng copy ng govt ID mo priority lane ka na din. Again, a few years ago...

Kung nag exam ka sa LTO, marahil nasagot mo na yung tinatanong mo. May mga surprise checkpoint din ang mga probinsya kahit na naka 4 wheels ka need mong ipakita yung drivers license mo. -
di ba ang license is katibayan na certified ka magdrive, since kinuha yun license mo ibig sabihin wala kang karapatan magdrive for the time being until makuha mo ulit license mo

TOP means Temporary Operator’s Permit. Pursuant to Memorandum Circular No. 515-2004 dated 25 May 2004, TOP shall be used in apprehension of all violations and it is strictly required to be issued to the apprehended driver/operator at the site and time of apprehension.

3. Can TOP be temporarily used as a driver’s license of the apprehended operator/driver?
Yes. TOP serves as driver’s temporary license within 72 hours or 3 days only.
4. How many days is the validity of the TOP?
72 hours or 3 days is the validity of the TOP, unless specified for a shorter period of time.
5. Can TOP be extended after 72 hours or 3 days after its validity?
No. There is no extension of TOP after 72 hours or 3 days.

Is this a joke? Kapag kinuha Iisensya mo you are advised not to cIaim it agad-agad. Wait up to three days pa raw. Why? Kasi minsan di agad nasu-surrender ng enforcer ang Iisensya mo sa city haII. -

Kung medyo matagal kapa dito sa pilipinas mag file kana lang ng affidavit of loss malaki na improvement ng LTO ngayon parang 1-2 hours lang meron kana ulit DL kasi hindi rin ihohonor ni MMDA/HPG/LTO/LGU yung foreign DL mo kapag nahuli ka sa public highways and they will require you to convert that foreign DL to PH DL.
